Constructed Tags are

1. Context Tags
2. The Construction starts with an 'Opening Tag', value 0xke, where k = the context tag number.
3. The Construction ends with an 'Closing Tag', value 0xkf, where k = the context tag number.
4. There can be zero, one or more entities within the Opening and Closing Tags.
5. These enclosed entities can be
   1. Further Constructed Tags
   2. Application Tags
   3. Nothing..
